Pabradė, Lithuania — Staff Sgt. Matt Smith, an instructor with the Pennsylvania Army National Guard’s Medical Detachment, instructs Lithuanian troops on application of the combat applied tourniquet. The training is being conducted in Lithuania at Amber Hope 2011 where nearly 50 members of the Pennsylvania National Guard are representing the United States during the multi-national exercise as part of a NATO partnership program.
